Getting the compliance picture right
It's worth being precise about where obligations actually come from, because it's commonly muddled. The Healthy Homes Standards themselves don't set an electrical standard — they cover heating, ventilation, insulation, moisture and draught-stopping. The electrical obligations that apply to a rental sit separately, under the Electricity (Safety) Regulations 2010 and the Residential Tenancies (Smoke Alarms and Insulation) Regulations for smoke alarms specifically. In practice both sets of obligations point to the same thing on the ground — a working fixed heater, extraction that vents outside, and correctly positioned smoke alarms — which is why they get run together, but they're legally separate regimes with different owners.
